Teropongpost, Pekalongan, –Penyerapan Anggaran Dana Desa (DD) Tahun 2019 di Desa Kutorojo, Kecamatan Kajen, Kabupaten Pekalongan, Jawa Tengah menuai protes masyarakat Pasca munculnya sejumlah dugaan kasus korupsi terkait Dana Desa yang melibatkan Kepala Desa di beberapa daerah di Indonesia.
Dugaan kurangnya transparan terkait penggunaan Dana Desa oleh pihak Desa Kutorojo dalam ini menjelaskan jumlah anggaran Dana Desa (DD) dan dialokasikan ke berapa titik pekerjaan. Seperti yang diungkap oleh “I” salah satu warga sekitar. (23/1/2020)
I menuturkan tentang Pekerjaan Fisik Pembangunan Talud penahan tebing / Jalan, sepanjang 62 × T 2. M², bersumber dari APBN Tahun 2019, sejumlah Rp. 81.716.500,- yang berlokasi di Dusun Gunung Telu Rt. 06 Desa Kutorojo, Kecamatan Kajen, Kabupaten Pekalongan.
“Saat itu saya diundang ke balai desa untuk menjadi Tim Pelaksana Kerja (TPK), dan diberi anggaran oleh Kepala Desa sebesar Rp.40.000.000, (Empat Puluh Juta Rupiah) untuk pekerjaan fisik pembangunan Talud penahan tebing (agar tidak longsor). Kami merasa kecewa dan dibohongi karena setelah pekerjaan selesai papan proyek dipasang dengan total biaya Rp. 81.716.500.” ungkap I dengan nada kecewa.
Hal senada pun disampaikan oleh W warga Kutorojo, Masalah ini menjadi polemik bagi masyarakat yang menggunakan Dana Desa (DD) tersebut, karena berpotensi pada kualitas dan kuantitas pekerjaan. “Kami berharap hal ini segera disikapi oleh pemerintah daerah / penegak hukum, karena bila terjadi pembiaraan maka akan terus terjadi secara sistematik dan terstruktur dalam pelaksanaan DD Tahun selanjutnya. Karena yang paling merasakan dan berdampak dari kegiatan itu adalah masyarakat Desa Kutorojo.” ujar beliau
Menyikapi hal ini Dr. H. Salman Maryadi SH. MH mantan Kejati Jawa Tengah mengutarakan, Seharusnya Papan pengumuman proyek dipasang di halaman kantor desa setempat, dengan memuat jumlah total anggaran, jenis pekerjaan, dan dialokasikan ke berapa titik pekerjaan. Mensosialisasikan/realisasi pekerjaan kepada masyarakat yang sudah dilaksanakan selesai, dalam proses pekerjaan dan atau masih proses belum dikerjakan karena termin.
“DN Kepala Desa Kutorojo harus transparan dalam penyerapan Dana Desa yang bersumber dari APBD. Karena sebelum pencairan anggaran, pihak desa sudah mengajukan program, jadi apapun dalilnya ini tidak sesuai. Diduga keras politik etis alias balas budi para Kepala Desa pada konstituen kelompok warga yang ikut menentukan pemenangan pilkades. Hal ini akan saya tindaklanjuti dengan tegas, karena program Pemerintah Pusat terkendala karenanya.” Tegas Salman Maryadi (Tini)
